            Disforce is the name given to the District’s Heavy Maintenance work force. They are utilized throughout the District on larger construction projects that do not go to contract.

            ER is the Federal Highway Administration designation used to identify funding for emergency repair work. The ER funding in this case can only be used on a roadway that has been damaged due to a disaster being declared for roadways that are noted as Federal-aid routes. District Six had over 350 slips on roadways in the District as an end result of the FEMA events of September, 2004 and January, 2005 and some of the repair work was contracted out, some of the work was done by State Forces, and some of it was done by joint effort by Disforce and a Purchase Order Drilling Contract, such as on CR 3.  District Six as an end result of those two storms suffered over $40,000,000.00 in damages to its roadway system and not all of the damage was covered by the funding received. The District is currently finishing up the last few of these projects.  

            There should be sufficient funding to place the concrete lagging at this location and have guardrail installed at this location on CR3.

            As to guardrail for the other roadways, we have installed it at locations of piling projects, but at other areas you may want to have , it will need to be reviewed as to policy and standards. I will have to have the locations reviewed by Mr. Rush to verify that each piling location has been completed.

            As to the CMR for CR 6, Macedonia, CR 3, Doolin, and CR 89, $26,000.00 has been charged to date against the CMR, and will be billed to Chesapeake and they are aware of the dollar value.   Chesapeake is currently hauling and tailgating stone on Macedonia, CR 6 and Mr. Rush is monitoring the work to ensure that the roadway is being maintained.

In reference to the following email on January 7th email, by Lloyd Adams, I have some questions:

 Disforce is working on a slip (ER) doing purchase order drilling. If enough funding remains, after drilling and lagging, guardrail will be installed as we have done in the past. 

1.       What is Disforce and what does (ER) stand for?

2.       Does it look like there will be enough funding for the guardrail? Based on the luck I am having getting CMR and financial information, I will not have enough time to mobilize my group and our civic partners to try to get the guardrail installed while you still have equipment at the site.

Speaking of finances, have you made any progress on getting us financial information that you promised at December 13th meeting? I also referred to those reports in my December 14th email that follows: 

Also please send me the reports that assign costs based on roads that we discussed at the meeting. If possible send them in an electronic format.
